The court operates without juries and adheres to distinct procedural customs and rapid injunction timetables. Gary F. Seitz holds an LL.M. in Admiralty from Tulane University and is a Proctor in Admiralty with the Maritime Law Association of the United States. He frequently coordinates emergency vessel arrests under Supplemental Rule C and attachments under Rule B throughout the Delaware River, Port of Philadelphia, and Mid-Atlantic ports, resolving cargo disputes, ship finance defaults, maritime lien priorities, and marine pollution response.
